TikTok Shop affiliate: open collaboration or target collaboration?

When you recruit affiliate creators on TikTok Shop in the US, the useful distinction is not which one performs better. It is whether you are opening the product to everyone or proposing to specific creators. Ranking the two by outcome is not supported by the public guidance; choosing by recruitment path is.
Open collaboration opens discovery
Open collaboration exposes your product to all affiliate creators. It fits when you want creators to find the product themselves in the Product Marketplace and you are not trying to control who sees it. [1]
"Open" does not mean a collaboration or a sample is confirmed. If a sample is offered, creators can request it — and the seller can approve the request, decline it, or not respond at all, and can set their own request criteria. [3]
So read open collaboration as: discovery is wide, sample provision is still decided request by request.
Target collaboration proposes to specific creators
Target collaboration means picking creators that fit the brand and sending them a proposal; the creator sees it under Collab Invites. [2]
It is the more direct path when you already know who you want, or when waiting for discovery in the Product Marketplace is not acceptable.
Target is not inherently more effective than open. The difference is the width of the recruitment pool, not a demonstrated performance advantage. So choose on the path you need now rather than on projected sales:
- Open collaboration — you want the product exposed to a wide creator pool
- Target collaboration — you already have specific creators in mind
The sample request is the decision point between recruiting and shipping
Recruiting means a creator is now in contact. Sample approval means the seller has decided to provide. Shipping means it is on its way. Keeping the three as one "done" status is how follow-up gaps get hidden — an approved sample is not a published video.
A free sample shipped is not the end of the operation
As of 9 September 2026, the US TikTok Shop free sample policy requires the creator to publish content within 14 days of receiving the sample. Failing to do so can affect the creator's future access to samples and the fulfilment metrics the seller sees. [4]
So the two things a brand has to track after shipping a sample are the receipt date and whether it was published. The 14 days run from receipt, not from dispatch, which means a shipping record alone cannot tell you where a unit stands.
This applies to the US free sample policy as verified on 9 September 2026, and does not generalise to other countries or other collaboration types. Within that scope, track receipt date and publication together.
